Improving citizens’ ability to access justice, protect and enforce their rights through legal awareness campaigns and educational legal trainings

 

comrat clinic final smallIn June 2015, through a grant from USAID ROLISP, the Comrat Legal Clinic took on the task to inform people living in remote communities of UTA Gagauzia about available mechanisms they can use to protect their rights. During July - December 2015, the organization conducted 32 legal awareness campaigns in remote rural communities of UTA Gagauzia. The main topics of the public lessons were "Registration of inheritance rights" and "Protection of land rights". More than 600 citizens attended the public lessons. Additionally, more than 300 people received free legal counseling from the organization's lawyers on different legal issues like: family law, social security, land law, labor law, and others.
Also, the Comrat Legal Clinic selected and trained 10 law students on how to work with citizens, and how to provide information and primary legal aid.

Making Changes through Social Theater

The Alliance of Women from Southern Moldova has finalized the series of 50 social theater performances presented by five groups of young people. To mark this event, the Alliance organized a Gala Performance that was attended among others by high school principals and the mayor of Basarabeasca rayon.

 

Through a grant from USAID ROLISP, the organization selected a group of 50 young people from five regions from southern Moldova and trained them to write scenarios about the negative impact of corruption on society, and carry out social theater shows in their communities and neighboring villages. Performances were related to corruption in traffic police, healthcare system and education. The goal of this activity was to improve young people's understanding about corruption and its negative consequences.

Principles of the International Framework of Court Excellence implemented successfully in three Moldovan pilot courts

court excellency conference smallOn November 16, 2015 USAID ROLISP, in partnership with the Superior Council of Magistracy (CSM) organized an event closing the pilot-testing phase of the International Framework of Court Excellence (IFCE) in the courts of law of the Republic of Moldova. During the event, pilot courts' representatives (Balti Court of Appeals, Donduseni court and Criuleni court) described their experiences, accomplishments and challenges in implementing the IFCE tools and presented recommendations on implementing the best practices in the entire judicial system of the Republic of Moldova. Dr. Pim Albers, international expert and the co-author of the IFCE, mentioned that the pilot court project teams were able to carry out in a relative short period a full cycle of the implementation process from introduction Framework, self-assessment till the development and execution of the plans for improvements.

A new version of ICMS to increase the efficiency of courts and public access to justice

training icms 4.1 smallIn September-October 2015 USAID ROLISP organized training courses for Moldovan court staff on using the new version of the Integrated Case Management System – ICMS 4.1. Participants, namely court presidents, judges, chiefs of secretariat, judicial assistants, court reporters, archivists and couriers were informed about the benefits of the improved program for court staff and court users.
The new version of the ICMS has a more complex algorithm for random case distribution, and an improved search mechanism and anonymization and personal data module. Other changes refer to: creation of a statement filter tool, electronic transfer of files from a court to another, and integration of the ICSM with the court recording system "SRS Femida".
In October-September 2015 ICMS 4.1 was installed in all Moldovan courts, after being tested in two pilot courts: Chisinau Court of Appeals and Botanica Court. The use of ICMS 4.1 will contribute to a more efficient activity of the courts of law and will increase transparency and public access to justice.

 
Making justice more child-friendly improves child protection and their meaningful participation in judicial proceedings

justice child friendly smallOn October 21, 2015 the National Center for Child Abuse Prevention (CNPAC) presented the baseline study on the attitudes, practices and knowledge of professionals within the implementation of child friendly procedures in investigation of cases regarding children under 14 years old victims/witnesses of crime. The study was conducted during May-June 2015 in Orhei rayon and Balti Municipality.
The results of the study showed that although many justice system actors from these two regions support child friendly procedures, there are a lot of impediments to the implementation of consolidated practices.
Based on the study findings, CNPAC developed a model of a justice system sensitive to the needs of child victims/witnesses of sexual crimes, domestic violence, and trafficking in persons, which will be piloted in Orhei rayon and Balti Municipality. After making necessary improvements it will serve as methodological framework which could be used by all participants and in all stages of criminal cases involving child victims/witnesses.
